Glick Company Preserves Quality Affordable Housing with $8.56 Million Renovation at Edsall House

FORT WAYNE, Ind. Oct. 30, 2025 – The Glick Company preserved 203 affordable apartment homes for seniors and people with disabilities at Edsall House through a $8.56 million renovation, investing more than $42,000 per unit. This public-private partnership helps to ensure these one-bedroom apartment homes are affordable, high-quality, and safe places to call home for decades to come. Indiana Housing and Community Development Authority (IHCDA) awarded the project an allocation of Tax-Exempt Bonds in conjunction with 4% Low-Income Housing Tax Credits (LIHTC) and Affordable & Workforce Housing Tax Credits (AWHTC).
Built by Glick in 1977, Edsall House is a federally subsidized apartment community in Fort Wayne. Each apartment home received the following updates:
● Kitchen upgrades, including new cabinets, countertops, and appliances
● Bathroom upgrades, including new cabinets, vanities, countertops, and bathtubs
● New LVT flooring through the entry, kitchen, bath, and dining areas
● Electrical updates, including light fixtures
● New interior doors, windows & window treatments, and Packaged Terminal Air Conditioners (PTAC)
Twenty-one of the 203 units were adapted to meet current ADA standards, including the removal and reconfiguration of entries, walls, and utilities. Additionally, the broader apartment community received new roofs, building awnings, entry and corridor handrails, a dog park, ADA building entry door controls, updated community and laundry rooms, and more.
Indiana has a shortage of 137,427 rental homes that are available and affordable for extremely low-income renters, according to the National Low Income Housing Coalition. In Allen County, 44% of renters are housing cost burdened, spending more than 30% of household income on rent and utilities, according to the U.S. Census Bureau. Over the next 10 years, Allen County risks losing 1,011 federally assisted homes due to expiring affordability restrictions.

The Indiana General Assembly authorized the AWHTC program in 2022 to invest in the development and preservation of affordable housing throughout the state. Initially authorized for a five-year period, the program will generate $30 million in Indiana state tax credits each year to be allocated to developers for affordable housing. To date, the AWHTC program has funded more than 2,000 places to call home for Hoosiers across Indiana.

We are excited to see the program accomplishing its intended goals throughout the state.”
CRG Residential accelerated the construction timeline and minimized the impact on residents using its “Rapid Rehab” model, where they complete each home in two to three days. The equity purchase, permanent, and construction financing were all arranged by Merchants Capital Corp.
